The masks were certainly made in a way, that clearly depicts the present state of the offender, as they were impossible to overlook, and yet open enough, to let everyone see clearly, who was wearing them - just to let the neighbors know as well !
The punishment may have been considered less harsh, if not for the fact, that the person wearing one of these masks would be instantly alienated, by society - and at this time in history alienation did spell death from hunger, sooner or (probably not) later, as no one would have any business with an alienated person, let alone feed him...
